On how-to-vote 2nd and hopefully final draft

This is only a pre-liminary suggestion from several list-subscribers, you
may naturally decide not to vote on a certain issue and find a different
method of accepting "whatever standard is being discussed".
The justification for voting has come up because it appears that,
as a natural consequence not everyone will agree with the initial proposal.
In order to get an issue resolved, this might be necessary. However if most
list-members feel that there has not been enough discussion to warrant the
voting of the passing of a certain proposal, then there shall be a vote
accordingly for that as well.
If the proposer of said proposal wishes to make a vote he should email:
voting-proposal@lexicor.com
to pass the proposal, idea, suggestion for the vote, this voting issue will
then be sent to the list, it may be a little cumbersome but I believe
it is the most satisfactory solution.
As usual I am always open to new suggestions, if you don't like this method
please email me at ysiu@lexicor.com, we can then always find a solution as
to what may be best.
The voting will then go to:
voting@lexicor.com
with the content of either NO or YES (since we should only have one issue
voted for in the gem-list it matters not that the server knows what issue
is voted on) or ABSTAIN (which may conclude that the issue should still be
discussed, maybe).
The results wil be posted on the list, with the members who voted YES/NO
and ABSTAIN (with respective email addresses) listed in the results,
this method is necessary so we can avoid any troubles regarding a complaint
of possible misconduct, or bad vote count, every subscriber who voted on
the issue should please double-check if the results where the ones he
decided for, mistakes can happen! This is the best way to check if he or she
passed the vote they wanted too.
Please do NOT send to the list for voting, send it to voting@lexicor.com,
the procedure should be automised and you should receive some kind of
verification from the server as to your vote.
Only list-subscribers should be eligible to vote, as only they
theoretically know what is being discussed, and have or have not
participated in discussing for or against it.
In order to pass a vote for YES or NO there should be at least over 65% of
subscribers voting in favour or against. If a proposal does not get passed
with over 65% voting YES or NO then it is an unresolved issue still that
requires further discussion.
This is still a very preliminary suggestion as to how-to-vote, and I will
implement it if it is agreeable to you (ilst-members), if you object to it
please email me at ysiu@lexicor.com (as this is an issue not directly
related to gem-discussion) and we'll decide on how to get this going to
everyones satisfaction. If the discussion gets to become so large via email
about how-to-vote I will be more than willing to discuss it in a private
mailing list regarding gem-list-admin stuff :)
2nd July 1994:
The above proposal was slightly changed to 65%, if there are no objections.
You can now also vote in on vote on several proposals considering it is
part of the same topic discussed i.e. various issues in the same proposal.
Send in the voting proposal to the above address and I will mail out to the
list a voting mail.
Voting is completely automised, a lits of who voted YES and who voted NO
or ABSTAIN will be compiled for everyone (to verify the vote).
I will wait till this Monday for any objections, suggestions or
disagreements about the voting procedure, if noone objects you can send in
the proposal and we can vote :) please email me at ysiu@lexicor.com.
